§ 95.07 ABANDONED REFRIGERATORS.
   (A)   It shall be unlawful for any person to leave accessible on his property any refrigerator, icebox, or other closed cabinet, box, or device having a snap lock thereon without removing the same in a manner that any child or person can open the same from the interior. This prohibition shall include and apply to any box, cabinet, or device, including those mentioned hereinabove, which seals off or impedes the free circulation of air in and through the interior of the same.
   (B)   The City Building Inspector, the Chief of the Police Department, and the Chief of the Fire Department shall have full power and authority to inspect all premises located within the city for such purposes and to enforce the provisions of this section.
   (C)   It shall be deemed a compliance with the terms hereof if the owner shall securely store such box, cabinet, or device in a place or manner as to be inaccessible to children or other persons, or if the cabinet, device, or other thing of that nature have had removed therefrom any snap lock or fastener which can be opened from the exterior only.
