(A) It shall be unlawful for any person to obstruct any of the drains or ditches within the city by depositing therein any dirt, trash, refuse, or other matter.
(B) It shall be unlawful for any person to empty into any ditches and drains any filth, garbage, or sewage.
(C) It shall be unlawful for any person to construct anything on, over, or contiguous to ditches and drains in such manner that the construction shall or may thereafter constitute an obstruction or tend to obstruct the ditches and drains or in any manner interfere with the city in keeping and maintaining those ditches and drains, unless a permit first be secured from the City Manager in writing, approving the nature, form, and extent of the construction.
