The owner of property situate in the city, upon which there is situated a well, which is not used for drinking or household purposes, or which shall cease to be so used, shall be required to fill that well within 60 days after becoming thus unused. Upon failure of the property owner to fill the wells within such 60 days, same shall be filled by the City Manager at the expense of the property owner.
