Any owner of any lot within the city, when in the judgment of the County Board of Health the lot is in a condition prejudicial to or endangering the public health, upon being notified thereof, shall cause the same to be filled or drained or both filled and drained, as the County Board of Health may consider best. In the event of failure of the owner to carry out the instructions of the County Board of Health in reference to the lot, the County Board of Health may have the lot drained or filled up, or both, at the expense of the owner of that property, the expense not to exceed the value of the lot.
