§ 90.20 PURPOSE.
   It is the purpose of this chapter to provide for the regulation and licensing of dogs and cats, to provide for the taking up and impounding of dogs and cats; quarantining and euthanizing of dogs or other animals in certain cases and making violations a misdemeanor and establishing the animal control officers and appropriate law enforcement agencies to enforce the provision of this chapter.
   (A)   It is in the best interest of the citizens and the city to provide for the humane control of animals within its boundaries.
   (B)   It is in the best interest of all the citizens of the city to be protected from the health hazards caused when animals are not under control.
   (C)   It is in the best interest of all the citizens of the city to ensure that all animals are well cared for and not abused, neglected or mistreated.
