Any railroad company whose tracks, whether main line or side tracks, cross any street in the city shall construct and maintain such crossings so as to give free and easy passage over the same. Such crossings shall be constructed of boards, concrete, or parallel rails closely laid, or in any manner approved by the City Manager.
