Beginning on January 1, 1954, and each six months thereafter, all buses operating in the city and licensed by the city to do business in the city shall be inspected to determine their safety. Such inspection shall be made by an officer of the Police Department designated by the Chief of Police for that purpose and the city's mechanic. The inspection shall take place at the city garage at a time designated by the inspecting officer, due consideration being given to hours at which time the vehicle to be inspected shall be least in demand, nights and holidays excepted.
