Except as otherwise prescribed by the Council, from 9:00 a.m. to 6:00 p.m., Monday through Saturday only and excluding Sundays, July 4, Thanksgiving Day, Christmas Day, Labor Day, and New Year's Day, parking meters in zones established pursuant to § 72.20 shall be regarded as being in operation, and compliance with this subchapter is required.
