The City Council, upon the recommendations of the City Manager, shall designate, lay off, and indicate by appropriate signs and markings: parking spaces and zones, no-parking zones, limited parking zones, loading zones, safety zones, school zones, hospital zones, quiet zones, traffic zones other than the above, through streets, stop streets, one-way streets, three and four lane streets, play streets, bus stops, and taxicab stands, and shall have erected and installed such traffic-control devices, signs, and markings as it may deem necessary.
