It shall be unlawful for the owner or occupant of a residential building, structure, or property to utilize the premises of such residential property for the open storage of any abandoned motor vehicle, or any frame, chassis, or body thereof unless the same bears a current inspection sticker and a current validated license plate and is capable of being operated under its own motive power. Provided, however, that this section shall not apply to motor vehicles temporarily undergoing repairs provided such repairs shall be completed within a period of three months so as to render the vehicle capable of being operated under its own motive power.
