It is the policy of the City Council that:
(A) Proposed funding levels for annual allocations for community projects, programs and services will be included in the Manager's proposed budget.
(B) Proposed funding levels for community projects, programs and services will not exceed 2.5 mils by the current fiscal year-end.
(C) Funding for community projects, programs and services may be provided to public agencies and to non-profit community organizations, for one-time community, social, environmental, cultural or recreational needs which serve a lawful public purpose.
(D) Request for funding must be done in writing submitted to the City Manager's office by March of the previous fiscal year.
(E) Community projects, programs and services that receive funding in the final adopted budget must request funding by April 15 of the fiscal year.
