§ 160.05 DECLARATION OF A VESTED RIGHT UPON ANNEXATION.
   A petition for annexation filed with the city shall contain a signed statement declaring whether or not any zoning vested right with respect to the properties subject to the petition has been established. A statement that declares that no zoning vested right has been established pursuant to the Vested Rights Act, or the failure to sign a statement declaring whether or not a zoning vested right has been established, shall be binding on the landowner and any zoning vested right, which may have existed, shall be terminated. If a vested right is declared, the City Council shall determine, after notice and public hearing in which the landowner is allowed to present evidence, if the vested right is effective after the annexation.
