§ 52.14 CAPITAL PLANNING AND INVESTMENT FOR SYSTEM RELIABILITY AND DEMAND FORECASTING.
   The city will provide for capital improvements during the yearly budget process that are consistent with future needs, allow for water system flexibility, and take into consideration the existing pumping and storage capacities.
