When any person is cutting a street for the purpose of laying or repairing pipe therein pursuant to permission granted by the City Manager, the manner of excavating for such pipes, laying the same and backfilling the earth over them, and thoroughly tamping, shall be subject to the approval of the Plumbing Inspector in all particulars.
