(A) The City Council hereby directs that from December 1 through March 31 of each year no city power accounts shall be terminated for non-payment on days when the average daily temperature is forecast by the National Weather Service or other similarly qualified meterological service is below freezing.
(B) The delinquent accounts protected from termination by this policy shall be terminated as soon as the average daily temperature rises above freezing, and that accounts which were terminated prior to the average daily temperature falling below freezing shall remain off until the account holder has satisfied delinquency.
