(A) The prepared budget of approved revenues and expenditures for various purposes for the conduct of business of the city for the fiscal year shall be adopted on an annual basis.
(B) The City Manager shall administer the budget and, with consent of Council, may authorize the transfer of appropriated funds within and between departments as necessary to achieve the goals of the budget.
