§ 36.04 FILING PROCEDURE.
   (A)   Manner of filing. The petition method of filing shall be used to place the names of candidates on the election ballot. The percentage of electors required on each candidate's petition shall be not less than 5% of the qualified electors of the geographical area of the office for which he offers as a candidate, as required by S.C. Code § 5-15-70. At the time of filing a petition, a candidate shall sign an affidavit certifying the candidate to be a resident of the city.

   (B)   Time of filing. Each candidate shall file the necessary petition with the City Clerk not later than 12:00 noon, July 15; provided, however, that if July 15 falls on a Saturday or Sunday, the filing deadline shall be 12:00 noon on the following Monday.

   (C)   The filing date and dates of an election and run-off election, if necessary, shall be as follows:
      (1)   Filing deadline: 12:00 noon, July 15; provided, however, that if July 15 falls on a Saturday or Sunday, the filing deadline shall be at 12:00 noon on the following Monday.
      (2)   Election: First Tuesday following the first Monday in November in each even-numbered year, as set forth more particularly in S.C. Code § 5-15-62(a).
      (3)   Run-off election (if necessary): Third Tuesday following the first Monday in November of each even-numbered year as set forth more particularly in S.C. Code § 5-15-62(b).
