4-2-1: DEFINITIONS:
For the purpose of this chapter, the following words shall have the meanings ascribed to them unless the context otherwise indicates:
CONSTRUCTION AND DEMOLITION WASTE: Waste building materials resulting from construction remodeling, repair or demolition operations.
CONTRACTOR: The person or business holding a license or contract with the City and authorized to collect, handle, transport and dispose of refuse and wastes.
HAZARDOUS MATERIALS: Any compound, mixture, substance or article which is designated by the United States Environmental Protection Agency as a "hazardous substance" under 42 USC 9601 and implementing Federal rules or designated as a "hazardous waste" by the Idaho Department of Environmental Quality (IDEQ) pursuant to the Idaho Hazardous Waste Management Act (HWMA) at Idaho Code title 39, chapter 44 and implementing rules.
INFECTIOUS WASTE: Means waste, which may contain infectious agents.
MUNICIPAL SOLID WASTE: Household waste.
NON-MUNICIPAL SOLID WASTE: Construction and demolition waste, wood debris and other inert wastes as defined in IDEQ rules.
RECYCLABLE MATERIALS: Products or substances including, but not limited to, paper, cardboard, metal, aerosol cans, plastics, grass clippings, garden waste, vegetable matter or other substances capable of being re-processed or re-used.
SOLID WASTE: Garbage and trash or other matter, sludge and other discarded solid waste materials, including materials, which are recyclable, or compostable. Solid waste includes waste from residential, industrial, business, institutional and agricultural operations. In addition, solid waste may include de minimus quantities of hazardous materials and/or products by households. (Ord. 2-2017, 11-13-2017)
