10-5-4: RESTORATION OF DAMAGED BUILDING:
   A.   More Than Sixty Percent Damage: A nonconforming building which has been damaged by fire, explosion, act of God or public enemy to the extent of more than sixty percent (60%) of its reproduction value as determined by the city council at the time of damage, shall not be restored except in conformity with regulations of the zone in which it is located or upon receipt of a special variance permit.    B.   Less Than Sixty Percent Damage: When damaged to less than sixty percent (60%) of its reproduction value, a nonconforming building may be repaired or reconstructed and used as before the time of damage, provided such repairs or reconstruction are completed within one year of the date of such damage.
