The purpose of this title is to protect and promote the health, safety and general welfare of the community. It is intended, therefore, to provide for:
A. Coordination with the Cambridge, Idaho, comprehensive plan for the orderly development of the city of Cambridge and its area of impact.
B. To protect property rights and enhance property values.
C. To ensure that the economy of Cambridge and its area of impact is protected and enhanced.
D. To ensure that the important environmental features of the impact zone and localities are protected and enhanced.
E. To encourage the protection of prime agricultural, forestry, and mining lands for production of food, fiber and minerals.
F. To avoid undue concentration of population and overcrowding of land.
G. To ensure that the development of land is commensurate with the physical characteristics of the land.
H. To protect life and property in areas subject to natural hazards and disasters.
I. To protect fish, wildlife and recreation resources.
