9-3-3: PERMITS REQUIRED:
   A.   Building Permits: Prior to occupancy of any mobile/manufactured home upon real property in the City, the property owner shall obtain a building permit.
   B.   Temporary Use Permits:
      1.   Issuance: Temporary use permits for one recreational vehicle not to exceed one hundred eighty (180) days in any calendar year shall be issued by the City Clerk, which will permit the use of one recreational vehicle upon a parcel of land of single ownership upon payment of the temporary use permit fee as set by resolution. The permit shall only be issued in the property owner's name. The recreational vehicle must be licensed. Any such temporary use permit shall not, other than permitting a smaller area requirement, vary or alter the provisions of this chapter. No public hearing shall be required for the issuance of such temporary use permit. The intent of this subsection is to allow friends, relatives and bona fide visitors to place and use their recreational vehicles for a limited period of time under circumstances which would otherwise be prohibited by this chapter. Recreational vehicles are primarily designed as temporary living quarters for recreational, camping or travel use, and shall not be used for living quarters longer than two (2) weeks, except with a temporary use permit. The storage of a resident's recreational vehicles on his/her own property is permitted. No occupied recreational vehicle may be placed on a vacant lot without water, wastewater, and electrical services in an "on" status. No permit shall be required of friends, relatives or bona fide visitors staying two (2) weeks or less.
      2.   Emergency Permits: When a true emergency condition exists (example: fire, flood, building a home with an active building permit, or medical emergency, etc.), a mobile/manufactured home or recreational vehicle may be used for temporary living quarters for a period of time not to exceed one hundred eighty (180) days, upon application and issuance of an emergency permit pursuant to this section. Adequate documentation, in the discretion of the party issuing said permit, of the emergency condition must be submitted with application for an emergency permit; said permit may be issued by the Mayor when an extended emergency exists, and the Mayor may, in his/her discretion, require adequate documentation to verify the reason for the extended emergency.
