9-3-2: RESIDENTIAL UNITS ON INDIVIDUAL LOTS OUTSIDE PARKS:
   A.   Conditions; Requirements: Mobile/manufactured homes for permanent living quarters on property other than in mobile home parks shall be permitted in the City when all of the following conditions have been met:
      1.   Size Of Site: The site shall meet the minimum lot size and street frontage requirements of a permanent structure as set out in titles 10 and 11 of this Code. (Security mobile/manufactured homes or mobile homes not used for residential use are subject to regulations governing their particular use.)
      2.   Width Of Home: The minimum allowable width for a mobile/manufactured home on an individual parcel of land shall be twelve feet (12').
      3.   Setback And Parking Requirements: A mobile/manufactured home placed on a parcel of land shall meet the setback and parking requirements of a permanent structure.
      4.   Sanitary And Electrical Conditions Of Home: The mobile/manufactured home shall be either Class A or Class B, containing flush-type toilet and other sanitary facilities. Sanitary connections shall conform to the regulation of the agencies having jurisdiction over them. Outside electric connections shall also conform to the regulations of the agencies having jurisdiction over them. All connections shall be inspected by the appropriate inspectors and required permits obtained.
      5.   Continuance Of Nonconforming Use: Class C mobile homes already in place on the effective date hereof which do not meet the Mobile Home Construction and Safety Standards promulgated by the Department of Housing and Urban Development (HUD) in 1976, shall be allowed to continue as nonconforming mobile homes; however, when replaced, it shall be by a "Class A" or "Class B" manufactured home as defined herein or other approved housing.
      6.   Building Permit Required; Foundation: Prior to any construction or the establishment of a mobile/manufactured home on a lot or parcel of land, the owner or his agent shall obtain a building permit from the City, and the mobile/manufactured home shall be sited on an adequate foundation.
   B.   Additional Building Improvements On Lot: Following establishment of said mobile/manufactured home, all further building improvements on the lot or parcel of land may be permitted by obtaining an additional building permit from the City, provided such permit would be required from the owner of a conventional and fixed residence in the same zone.
   C.   Recreational Vehicle Use Restricted: Nothing within these regulations shall be construed to allow a recreational vehicle as a permanent dwelling except in a designated RV park.
   D.   Class A Mobile/Manufactured Homes: Class A mobile/manufactured homes are subject to the regulations for single-family residences.
   E.   No person shall maintain two (2) or more occupied Principal Dwelling Unit mobile/manufactured homes on a single legal building site other than as follows:
      1.   When the mobile/manufactured homes are located in a mobile home park.
      2.   When the second, smaller mobile/manufactured home meets the all the requirements and standards to be an Accessory Dwelling Unit.
         a.   The ADU mobile home must be placed on a permanent foundation unless a conditional use permit has been issued for a temporary ADU.
         b.   Only one (1) ADU mobile/manufactured home may be allowed on a single legal building site already containing a Principal Dwelling Unit mobile/manufactured home.
   F.   Abatement Of Homes Determined To Be Menace: Occupied mobile/manufactured homes or mobile/manufactured homes that have been abandoned or unoccupied for a period of six (6) months may be abated if they constitute a menace to the public health, safety and welfare pursuant to provisions of the Uniform Code for the Abatement of Dangerous Buildings.
