9-1-3: FEES AND REGULATIONS IMPOSED:
   A.   Building Permit Fees: Building permit fees shall be established by resolution of the city council. The council shall establish a building permit fee schedule, which schedule shall reflect the fees which are to be charged and collected by the city clerk before the issuance of a building permit. The fee schedule shall be kept on file in the office of the city clerk and in the office of the building inspector/official and shall be made available to the public upon request.    B.   Application Of Fees: These fees shall apply to building permits issued within the city limits. (Ord. 5-2004, 1-10-2005)
   C.   Calculation Of Fees: All building permit fees shall be calculated on the total job cost, or total bid price, whichever is greater. House construction or remodeling valuation shall be based on a minimum per square foot rate established by resolution of the city council as part of the building permit fee schedule.
   D.   Mobile Homes And Manufactured Homes:
      1.   Mobile homes and manufactured homes placed on a permanent foundation shall be assessed a flat building permit fee established by resolution of the city council as part of the building permit fee schedule.
      2.   Mobile homes and manufactured homes not placed on a permanent foundation shall be assessed a flat building permit fee established by resolution of the city council as part of the building permit fee schedule.
      3.   Accessory buildings or structures or structural attachments to mobile homes or manufactured homes shall require separate building permits and separate fees as set out in subsection A of this section. (Ord. 3-96, 4-8-1996; amd. 1998 Code)
   E.   Recreational Vehicles:
      1.   Exemptions:
         a.   Recreational vehicles shall be exempt from a building permit fee when parked in a designated recreational vehicle park or designated mobile home park.
         b.   Recreational vehicles shall be exempt from a building permit fee when parked and occupied on private property for a period of no more than two (2) weeks.
      2.   Temporary Use Or Emergency Permit: When parked and occupied on private property for more than two (2) weeks, the owner shall obtain a temporary use permit or emergency permit.
   F.   Failure To Obtain Permit And Pay Fee; Penalty:
      1.   Failure to obtain a building permit or to pay the required fee before commencing work shall result in the assessment of double the fee set out in subsection A of this section. In addition, the city shall be entitled to receive all court costs and attorney fees for enforcement of this section. Proceedings under this section shall not preclude enforcement of any criminal penalties provided herein.
      2.   Failure to obtain a building permit or to pay the required fee before commencing work is a misdemeanor punishable in accordance with the misdemeanor statutes of the state. (Ord. 3-96, 4-8-1996)
