§ 153.031 LOTS ADJOINING ALLEYS.
   (A)   Lots adjoining alleys that have been vacated by the village shall include one-half the width of such alley abutting the lot for the purpose of determining lot area.
   (B)   All other alleys that have not been vacated shall be prohibited from being including in the calculation of lot area for any adjacent lot.
