(A) Historic preservation is declared to be a public purpose. The intent and purpose of this chapter are to:
(1) Safeguard the heritage of the village by preserving historic districts within the village that reflect elements of its cultural, social, economic, political or architectural history;
(2) Stabilize and improve property values within any historic district;
(3) Foster civic beauty and pride;
(4) Strengthen the local economy;
(5) Recommend the establishment, creation and promotion of the historic districts for the education, pleasure and welfare of the residents of the village and the state;
(6) Encourage property owners and residents to participate in preservation activities; and
(7) Assist in the development of Keweenaw National Historical Park.
(B) The Village Council finds that losses of historic resources, deterioration of historic resources, inappropriate alterations and inappropriate new construction have resulted in concern about the protection of the heritage of the village and that resources having historic, architectural or cultural value have been neglected, altered or destroyed notwithstanding the feasibility of preserving and using such resources and without adequate consideration of the irreplaceable loss to the residents of the village.
