§ 151.08 BOARD OF TRUSTEES.
   The governing body of the Authority shall be a Board of Trustees, hereinafter referred to as the Board, which shall consist of the President of the village and eight members appointed by the President of the village, subject to approval by the Village Council. At least five of the members of the Board shall be persons having an interest in property located in the downtown district, as defined in the Act. At least one of the members shall be a resident of the downtown district if the downtown district has 100 or more persons residing within it. Of the members first appointed, two shall be appointed for one year, two for two years, two for three years and two for four years. A member shall hold office until the member’s successor is appointed. Thereafter, a member shall serve for a term of four years. An appointment to fill a vacancy shall be made by the Village President for the unexpired term only. Members of the Board shall serve without compensation, but may be reimbursed for actual and necessary expenses by resolution of the Board. Before assuming the duties of office, a member shall qualify by taking and subscribing to the constitutional oath of office. Pursuant to notice and an opportunity to be heard, a member of the Board may be removed for cause by the Village Council. Removal of a member is subject to review by the Circuit Court for the county. In case of a temporary absence or disability of any member, the Village President may appoint some person temporarily to act in his or her stead, subject to the approval of the Village Council.
