§ 71.03 REMOVING OBSTRUCTION.
   When clearly marked as authorized parking only and identifying the towing company to be used, the owner or his or her agent of a property may remove any vehicle or obstruction from a sidewalk immediately adjacent to that property. The owner of any obstruction shall be liable for any costs incurred removing the obstruction.
