The members of the Police Department shall have the power to arrest any person or persons in the village found in the act of violating any law or village ordinance, or aiding, conspiring or abetting in any such violation, and shall arrest any person found under circumstances which would warrant a reasonable person in believing that such person had committed a misdemeanor or crime.
