(A) All members of the Police Department, except as otherwise herein provided, shall be appointed and promoted by the Board of Fire and Police Commissioners in accordance with the provisions of the Board of Fire and Police Commissioners Act of the State of Illinois.
(B) Any resident of the State of Illinois shall be eligible to take an examination for the office of police officer, but shall live within a ten-mile radius of the Village of Calumet Park within one year of the time of his or her appointment as the police officer.
