The purpose of these regulations is to reduce and prevent the adverse secondary effects of adult regulated uses. These regulations are not meant to regulate the content of activities performed at adult regulated uses. The village enacted these regulations pursuant to its substantial interest in preventing crime, protecting retail trade, maintaining property values, and generally protecting and preserving the quality of the village's neighborhoods, commercial districts, and urban life. Furthermore, it is not the purpose of these regulations to deny anyone a reasonable opportunity to open and operate an adult regulated use within the village. The purpose of these regulations is to ameliorate the adverse secondary effects of adult regulated uses.
