In connection with the first application of any person, or groups of persons, or corporations, applying for a license under this subchapter, said person shall pay at the time of such application a non-refundable initial license expense of $500, in addition to the license fee required in this subchapter. The initial license expense shall be for the purpose of defraying any and all costs which the village may incur as a result of the consideration and investigation of said application. The initial license expense shall be retained by the village regardless of whether or not the applicant is granted a license.
