§ 112.17  LIQUOR CONTROL COMMISSIONER; POWERS AND DUTIES.
   (A)   The Mayor of the village shall be the Local Liquor Control Commissioner of the village and shall be charged with the administration of this subchapter. He or she may designate one or more persons to assist him or her in the exercise of such duties as he or she may deem necessary. The compensation of the Local Liquor Control Commissioner shall be fixed by subchapter adopted by the Board of Trustees.
   (B)   Powers and duties. The Local Liquor Control Commissioner shall have the following powers, functions and duties:
      (1)   To grant, suspend for not more than 60 days, or revoke for cause, in accordance with the provisions of this subchapter, all local licenses or permits issued to persons or corporations for premises within his or her jurisdiction.
      (2)   To authorize any law enforcement officer or peace officer to enter at any time upon any premises licensed hereunder, to determine whether any of the provisions of this subchapter or any rules or regulations adopted by the Local Liquor Commissioner or by any other agency having the authority to do so have been or are being violated, and at the time of such entry to examine such premises in connection therewith.
      (3)   To receive complaints from any citizen that any of the provisions of this subchapter, or any rules or regulations adopted pursuant thereto, or any other applicable rules or regulations, have been or are being violated and to act upon such complaints in the manner hereinafter provided.
      (4)   To deny any application for the issuance or renewal of a license to an applicant he or she has determined to be ineligible therefor.
      (5)   To examine, or cause to be examined under oath any applicant for a local license or for a renewal thereof; or any licensee upon whom notice of revocation or suspension has been served in the manner hereinafter provided; and to examine or cause to be examined, any applicant or licensee, the books and records of any such applicant or licensee; to hear testimony and take proof for his or her information in the performance of his or her duties, and for such purpose to issue subpoenas which shall be effective in any part of this state. For the purpose of obtaining any of the information desired by the Local Liquor Control Commissioner under this section, he or she may authorize his or her agent to act on his or her behalf.
