(A) Upon compliance with all the requirements of this chapter, a second hand goods dealer license shall be issued to the applicant for the business location stated in the application (the "licensed premises").
(B) Each license shall be valid from the date of issuance until the following April 30 and shall be subject to reissuance for the period from May 1 to April 30 of each year thereafter.
