All employees of the Village of Calumet Park during the hours of their employment, whether or not on property owned by the Village of Calumet Park, Cook County, Illinois, shall be prohibited from:
(A) The unlawful manufacture, distribution, dispensing, possession, or use, or being under the influence of a controlled substance or alcohol.
(B) The distribution, consumption, possession, or being under the influence of alcohol.
