(A) The Building Department shall examine all applications for permits and amendments thereto within a reasonable time after filing. If the application or the plans do not conform to the requirements of all pertinent laws, they shall reject the application in writing stating the reasons therefor.
(B) If they are satisfied that the proposed work conforms to the requirements of the Building Code and all laws and ordinances applicable thereto, they shall issue a permit therefor as soon as practicable.
