It shall be unlawful for any owner or occupant of any residential structure, or portion thereof, to install or permit the installation of any burglar bar or bars, cage, grill, gate or other similar device on or over any window, door or other similar opening in any residential structure in such a manner as to prevent the quick and ready removal of the burglar bar or bars, cage, grill, gate or other similar device without the use of tools or the operation of a combination or key lock.
