(A) Every sign in the village, including those signs for which no permits or permit fees are required, shall be maintained in good structural condition at all times.
(B) All signs, including those exempted, shall be kept neatly painted to prevent rust, rot or deterioration.
(C) The Building Inspector shall inspect all signs to determine whether or not they meet the requirements of this section.
