The Village of Calumet Park's designee shall engage in a continuing program to explain and clarify the purposes and requirements of this chapter to citizens affected by, and to guide owners, operators and managers in their compliance with it, within their jurisdictions, local health departments certified by the Illinois Department of Public Health are authorized to provide the same continuing programs.
