No certificate of occupancy shall be issued unless the applicant, owner or operator agrees in his or her application to an inspection pursuant to this subchapter. Notwithstanding any other provisions of this subchapter, when the village conducts inspections of a tenant's rental dwelling, the village must obtain the consent of the tenant to conduct the inspection. If a tenant refuses consent, the village may attempt to obtain a warrant pursuant to § 96.27.
