(A) The outdoor burning of leaves shall be permitted during the period commencing the first Saturday of October to and including the last Saturday of November of each year and shall be permitted only on Saturdays and Sundays within the period and shall be permitted only between the hours of 11:00 a.m. and 5:00 p.m. on each such day.
(B) The outdoor burning of leaves as authorized in division (A) above shall be permitted only upon the village streets and only at the curb lines thereof and shall be carefully supervised and watched at all times by the person or persons lighting the fires so as to prevent the spread of fire or injuries to persons or property. The use of any volatile flammable liquids to accelerate the burning of the leaves shall be prohibited.
(C) The outdoor burning of any refuse, trash or garbage is prohibited.
