It shall be unlawful for the owner, or the agent of the owner, of any lot, place or area within the Village of Calumet Park to permit or allow on the lot, place or area, or upon any sidewalk or alleyway abutting the same, any weeds, grass or deleterious, unhealthful growths, or other noxious matter, that may be growing, lying or located thereon to exceed a height of eight inches.
