(A) During the construction of any building and before any water is installed as herein provided, the contractor so constructing the building may be permitted to use the village water supply by making application therefor, and paying the flat fee prescribed by the Village Council.
(B) When the ownership of property changes and water rates are unpaid, it shall be the duty of the owner acquiring such premises to pay all those unpaid charges and he or she shall be liable therefor.
