(A) All apartment buildings containing two or more units, or all residential units containing two or more units for occupancy by families, shall be furnished heat so as to maintain a temperature therein of not less than 65°F from 6:00 a.m. to 10:00 p.m. and 60°F from 10:00 p.m. to 6:00 a.m. from October 1 of each year to June 1 of succeeding year.
(B) It shall be the duty of the Building Commissioner or any person designated or authorized by him or her to enforce the provisions of this section.
