(A) When this subchapter becomes effective, the property owner shall file an application for a permit for the placement and maintenance of such sign.
(B) Applications for such permits shall be accompanied by detailed plans and such other necessary information to determine the location and compliance with all applicable regulations.
(C) A permit shall be issued upon Council approval and payment of the required permit fee to be determined by the lawful governing body.
