(A) The Council shall provide for an independent annual audit of all financial records and transactions of the town and any agency funded in whole or in part by municipal funds.
(B) The Council shall designate the accountant to conduct the audit no later than 30 days after the beginning of the fiscal year for which the audit is being conducted. The accountant shall not have personal interest, direct or indirect, in the fiscal affairs of the town or any of its officers.
