§ 33.19 EMERGENCY PURCHASES.
   In the case of an emergency which threatens the public health, safety and welfare of the town, the Administrator, subject to the approval of at least three Council persons by communication in whatever means are available to the Administrator, shall have the authority to suspend the formal competitive bidding procedures herein described to the extent required to meet the emergency. Where possible, the approval shall be in writing. If this is not possible due to the nature of the emergency, the Town Administrator may authorize purchase without the necessary approval of Council.
