Whenever any officer or employee of the municipality is required or authorized by statute, the provisions of this code or any ordinance or resolution by rules and regulations or orders issued thereunder, in order to carry out his or her duties thereunder, to enter any premises or vehicle, the officer or employee shall have the right to enter any premises or vehicle at any reasonable time in pursuance of the duties.
