§ 31.31 SPECIAL COMMITTEES.
   (A)   Council may appoint a special committee to assist in or hold a public hearing for Council at any time for any matter pending before it.
   (B)   Minutes or reports of hearings held by special committees shall be filed with the Town Clerk/Treasurer as public records.
