§ 31.21 EXECUTIVE SESSIONS.
   (A)   Council may hold a meeting closed to the public as permitted by the State Freedom of Information Act, being S.C. §§ 30-4-10 et seq., and this code at the times and in a place as may be deemed necessary and in the public interest.
   (B)   Prior to going into executive session, the Council shall vote on the question and, when the vote is favorable, the Mayor or presiding officer shall announce the purpose of the executive session.
   (C)   No formal action shall be taken in executive session. The words FORMAL ACTION mean a recorded vote committing the Council to a specific course of action.
