§ 31.01 COMPOSITION AND ELECTION OF COUNCIL.
   The Council shall be composed of a Mayor and five, seven or nine Council members, including the Mayor, who shall be elected at large at an election held as provided in § 30.02 and as provided in the applicable state law.
